Owings Mills is still technically safe, but the demographics have changed rapidly over the last few years and with that crimes other than your usual petty thefts, are becoming more commonplace. Towson, Cockeysville, Lutherville-Timonium, White Marsh, and Reisterstown are safe. It's very large so like anywhere there are safer, more affluent areas than others. If you're thinking closer to Baltimore, Howard County, Anne Arundel County. You would be much better looking in the counties.
Washington is a very quiet, very safe part of the city. Hampden near Johns Hopkins University is safe. There are some safe areas in Baltimore City but they're mostly gentrified areas and can be expensive. Baltimore is a good 45 minutes to an hour away from those Maryland counties. Everyone I know that grew up in Prince George's or Montgomery County considers themselves to be from DC although technically, they are from Maryland.
